A sign off doesn't mean it looks right, I'm afraid.
In the film, the upper lip appears to recede because the lower jaw and teeth are more forward with that expression. Like he's gritting his teeth a bit.
However, the bust instead looks to have pushed the upper lip and teeth outward/forward, instead of the reverse, giving it an appearance that there's a fantom mouthguard pushing it out from the inside. The face overall seems shorter than Evan's real skull, especially with his expression in that screenshot, the chin strap is too far forward, and the spacing between the lower edge of the mask to mouth to chin ratios look wonky.
The nose also looks really pointy, but that one could just be the angle of that photo and weird cast shadows. Everything else looks like actual anatomical inaccuracies that do not make that bust look great.
So, while I realize the studio and Mr. (Chris) Evans may have signed off on it, it doesn't look good as a consumer (so, as a person that this bust would be targeted for), and it doesn't look good to any one with an artistic eye of any sort as well. I'm not saying it's hot garbage, but I'm just saying it could have been a lot better.
Edit I: I think the upper lip is too short too, that's what's throwing off the spacing. In the screenshot Evans is pulling his upper lip down a bit over the top teeth, in the bust it doesn't have that appearance at all and thus loses the needed spacing to make that expression work properly. The eye holes in the mask are also more narrow/shorter too.
Edit II: The more I look at it, the more I see the flaws. Comparing it to the screenshot has just made it worse. I expect him to make a Goofy's "Hyuck, Hyuck, Hyuck" laugh any minute.
