Pre 2000 I would easily say Cap but the way Cyclops has been written in the last 10 years or so have me thinking otherwise.

Scott's a great leader, but he has some dissent amongst his "troops", especially lately.
Cap has NEVER had that problem, as far as I know. The man instills confidence and faith in his teammates.

I think the dilemas Scott (ie all mutants) has been facing the last decade has been alot more grave and tense than what Cap and the Avengers have been through. Yes Cap "died" and came back but Scott's whole race has been facing extinction ever since the Scarlet Witch said "No more mutants".
