Wonder Woman's Arch-Enemy?
Batman has Joker
Superman has Luthor
Spider-Man has Green Goblin or Venom
Cap has Red Skull
But who would you consider to be Wonder Woman's main arch-enemy
Cheetah?
Ares?
Dr Psycho?
Circe?
That bondage freak William Moulton Marston?

Given that her last series went well into the 200's before it was relaunched I'd say that's not really too much of a problem for WW, even when the book's not the best it still sells pretty solidly.
Anyway I'd say Circe and Cheetah, in that order probably.

The only reason I don't really see Cheetah as number 1 is because there have been a whole bunch of different Cheetah's over the years, and to have so many different people as Cheetah kind of weakens the whole "number one arch enemy" thing in my eyes.
I mean there was the original Priscilla Rich Cheetah, the Deborah Domaine Cheetah of the 80's, and the current modern era Barbara Minerva Cheetah, and that's not even counting the short lived male version of the character. A true arch enemy needs to be a single character to me, not a rotating cast all with the same name and basic schtick.
Despite that, you'd still have to include Cheetah on any short list, just because of the sheer amount of history the characters have with Wonder Woman...

Historically speaking it's gotta be Cheetah, with so many versions of her over the years. Though Circe would be a close second only because she is more in line with Diana's power levels. Then her rogues round out with Dr,Psycho, Silver Swan, Giganta, Dr.Poison, Angle Man and it gets worse from there, Thankfully she has the Greek Gods as foils as well, or her comic would be very un-interesting.

I think this illustrates why Wonder Woman sells basically on sex appeal. Her rogue's gallery is very weak for someone who is to be almost as strong as Superman. The villians make the hero right?
