The Penance Stare would be ineffective against Batman. Batman always knows what the remifications of his actions are, as he has thought them through before taking them. He carries the pain of those he has failed every day.
Batman would find a way to separate GR from his bike and then take him out from there.

the riders powers are not in his bike. rider would toast batman. not even a close contest not even if bats had the all powerful time to prepare.

Take him out how? Remember back when Batman ran into the Demon for a brief tussle? That's pretty much how this would go. Bats is outclassed by a fair margin against Ghost Rider.
