It depends, if it's the frail old guy, then no. If it's the Steve Rogers clone body, then maybe he has a shot.

Bats would find a way to beat Red skull but Skull would kill someone close to Bruce in the effort.

The Red Skull was nearly Captain America's equal prior to the Red Skull's acquisition of Captain America's cloned body. The new body gave the Red Skull the strength, speed and agility of a super soldier (i.e. super powers).

A non-super powered Batman beating a super powered Red Skull, in hand to hand combat, doesn't make sense to me.

The Red Skull should win fairly easily. In fact, it shouldn't even be close.
